Davis Names Japanese American as YACA Assistant Secretary

Gov. Gray Davis announced the appointment of Naomi Aoyagi as assistant secretary for administration and oversight for the Youth and Adult Correctional Agency (YACA).

Aoyagi, a Sacramento native, began her career with the State Department of Health in 1976 supervising a contract reporting and claims unit. Between 1979 and 1985, she served in various administrative capacities including as budget analyst for the drug division within the State Department of Alcohol and Drug Programs. During this time she also served a term as commissioner for the Sacramento County Juvenile Justice and Delinquency Prevention Commission.

In 1985, Aoyagi started working in the state correctional field as budget officer for the State Office of Criminal Planning. In 1993, she was hired by the department as fiscal officer for the Health Care Services Division. During her five years as fiscal officer, she helped establish and manage a $300 million annual budget, and a statewide data collection and reporting system.

Aoyagi earned her bachelor’s degree in business administration from California State University in Sacramento.
