Clinton Signs China Trade Bill

Chinese American-owned businesses are to benefit

President Bill Clinton has signed the China trade bill, a hard-fought victory for the White House that promises to ultimately open markets in the communist country to billions of dollars in U.S. goods and services.

Even as he signed the bill, the president was dispatching U.S. Trade Representative Charlene Barshefsky to Beijing Oct. 10 to nudge the Chinese to complete its agreements to join the World Trade Organization. Talks are stalled as China backpedals on details of its trade accords with the United States and other nations.

House Passes Bill for Disabled Citizenship

Measure awaits Senate approval

Spurred by the plight of a California woman, the House passed legislation Oct. 10 to allow disabled immigrants to become citizens without taking an oath of allegiance.

If the Senate agrees, the bill (H.R. 4838), passed by voice vote in the House, would open the door to citizenship for Vijai Rajan, 24, of Anaheim, Calif. Republican Rep. Christopher Cox, who sponsored the bill, had called the Immigration and Naturalization Service’s handling of the case “appalling” because the woman suffers from cerebral palsy and other ailments.
