However, when Locke entered office in 1999, no one could anticipate that his eight years would be jarred by an economic recession triggered by the dot-com implosion, the impact of terrorism and the reverberation of earthquakes and floods in the state. With term limits, retirements and mortality, the ongoing legacy of Asian Pacific American (APA) leaders is always at risk. In Washington State, former Governor Gary Locke was a shoo-in for re-election, but chose not to seek a third term. For California, the powerful delegation of female APA legislators –– Appropriations Chair Judy Chu, Assemblywoman Carol Liu and former Majority Leader Wilma Chan –– face term limits in 2006.
