S.F. to Get Bilingual Voter Registration
Secretary of State March Fong Eu decided to continue the use of Chinese and Spanish bilingual voter registration cards, reversing an earlier one to provide English-only cards in the city. Peggy Saika, director of the Asian Law Caucus said, “It’s a great victory. When you have access, there is potential for greater turnout, greater participation.”

‘Explosive’ Growth of Asian Gangs, State Official Reports
The attorney general reported that in addition to the arrival of major gangs from Japan, Taiwan and Hong Kong, the expansion of domestic Chinese and Vietnamese gangs were part of an “explosive growth” of organized crime. That increase led to a “huge jump” in gang-related violence.

S.F. Schools Chief Accused of Cheating Chinese
The Chinese for Affirmative Action (CAA) charged Superintendent Ramon Cortines of cheating Chinese out of administrative positions in the public school system. CAA Executive Director Henry Der commented to Cortines, “You have limited repeatedly the efforts of Chinese educators to assume high-level administrative responsibilities in the school district.”
